Charlotte is a half-elf and explicitly a female, Popoi was a sprite with no age unveiled nor gender, only the german translation made her female.

That is EXACTLY what happened. Basically, back in the day it would have been impossible for the translation team to expand the character name limit over 6 letters wihout breaking the game (and this is keeping in mind that they were already using some prety fucking sophisticated hacking/encrypting methods to make all the text fit to the rom without needing to axe a third of its script like with Secret of Mana). Hence why Charlotte > Carlie and Hawkeye > Hawk.
