There's three implimentations:

1. Tone down jiggle physics so that she you only get significant jiggle during more extreme acrobatic maneuvers, but it looks unnaturally stiff when she's walking around

3. Design a dynamic physics system which allows for natural jiggle in normal movement, while restraining jiggle during ballistic movement so that nothing looks silly or unnatural.

it's like curbing a movie that should be rated R to a pg13 rating. They don't make the movie rated r, release it, then release a pg 13 cut. They develop it from the beginning to be pg 13. Same goes for sex violence and profanity on television. What specifically gives the impression of censorship with this new design is the "vegan burger" approach, in that it looks like the original (tastes like beef) but isn't quite the original (tastes off to anybody who eats beef) so you wind up with this passive aggressive outfit that says "off brand tifa" but she's not the only one that suffers from this, they niggered all the character designs. hers is just the most noticeable because it's the worst.

Maybe so, but at least you have a classic and proven design on your side. What people expect to see. You go another way and you risk losing what made the game good with more and more changes. People also expect the old designs to look good in the new game, so it's easier to just make them different so people don't have a standard to which they can compare and will more easily say it's good to avoid conflict and being seen as whiny.
