The old Fallouts were handcrafted so every location had, if not meaningful, at least interesting stuff to find. do you go into every single building irl as well? no, you only go into specific buildings for specific purposes. these buildings are often spread out, you dont often live where you work for example. having them all concentrated in a small spot makes the world seem artificial and fake.
It may have something to do with the fact the take their time with games so they feel distinct. Take the Witcher trilogy and compare it to, let's say, Mass Effect. There are changes to the later, but at the end of they you are playing distinctly the same TPS with RPG elements. Each Witcher game is an RPG, but done in its own way so it comes of as fresh.

Like I don't need to visit every one in a row of apartment buildings, but I definitely want to check out every interesting club or unique looking place. Cyberpunk does first person, because going third person would have affected the game world too much. There's an interview about it with the level designer. Basically, with third person, every room and doorway must be designed so it not only accommodates the character but the following camera as well. So everything is built larger and wider. Not problem in largely outside area game like Nier, but it doesn't work as well in a cramped future world.
Look at the first gameplay demo. How the fuck would the third person camera fit well inside the small rooms of the scavengers' hideout, or V's small apartment, or that cozy diner she walks through?

I get that FPP is not perfect. Camera placement is too low and FOVs are off. But its still closer than TPP. And in my opinion experiencing the world, at least in one way, how my character is experiencing it is much more immersive. Also HUD elements work in a FPP game like CP since they can be explained in game through implants.

Not that guy, but they could maybe try making building interiors and apartments proceduraly generated. Sure it would take away the handcrafted feel which their games usually have, where every location is modeled by hand, but it could help in making more open spaces, at least for apartments. Since apartments in a building tend to always have the same layout regardless, they could use that to their advangave, make one apartment interior, a bunh of assets, and use the engine to proceduraly put these assets in these apartments.
It'd still me a massive task, but it would be a way to avoid having to fully model thousands of apartments by hand.

open world games have two ways they can approach this

I've played the game. You can't shitpost your way out of this. You could go into all of the apartment buildings around you and across the city. You had plenty of buildings you could go in and it wasn't restricted to scripted events.
