A question for anyone familiar with UMK3/MKT competitive play:

Is Shang Tsung a legal character? It seems like he would be out of the question since he can transform into any of the roster in just a few frames for ridiculous synergy mid-combo. Are/were there rules in place to restrict who he could transform into? Any information would be helpful; genuinely curious about the competitive scene for older Mortal Kombat games.

Shang Tsung was never banned, nor was he considered particularly good either. If the best part of a character's kit is letting them play as another character, then they have some fundamental issues. The top tiers were Human/Robo Smoke, Kabal, Kung Lao, Ermac, Kano, and Nightwolf. Cyrax was pretty good too, but was more specialist.

I would believe that the best part of his kit isn't just him playing another character, but essentially being able to play the entire roster at once. Wouldn't that give him an exponentially large amount of options to work with? And his core special moves aren't bad either (to my understanding) since you can float jab your opponent into ground fireballs and transform into another character for some sort of combo setup.

Akuma in SF2, Gill in SF3, Metaknight in SSB Brawl, Necrid in Soul Calibur 2, Yoda in 4, Iggy and Pet Shop in Jojo Heritage for the Future. In my local scenes Hilda was soft banned in SC4 as well because of her cheese factor but I don't think it was a super common rule. O. Sagat in Super Turbo as well.
9 times out of 10 if a character is banned its because they have a weird hitbox that doesnt work right with the rest of the game, or because they were a secret/boss character who was deliberately designed to be OP. Metaknight is really the only one I can think of where a character who would otherwise be completely legal was banned simply because he was too good.

Tier rankings in UMK3 were almost entirely decided by who had infinite combos, unlockable set ups, or jab pressure. Some characters, like Smoke, had all 3, while others like Kano or Cyrax only had 1 but were really strong at setting it up. Simply having a strong special move, even one that was as versatile as body morphing, wasn't enough. Zoning was pretty bad in it and most match ups were decided by which character had the tools to apply constant close range pressure, since chip damage is so lethal in MK. Shang Tsung didnt really have anything like that by default, and body swap just begs the question of "If your strategy is to swap into a stronger character, why not just pick them to begin with?".
He's got some really swaggy combos though, so that's cool.

Not really. If they had been good, maybe, but the characters were so weak that picking Servbot didnt give you any kind of real advantage.

Was competitive MKT ever a thing? I feel like Rain and Noob Saibot might have broke the meta of the game too much.
