MegaMan is largely about quick pattern-based platforming and boss battles with tight controls and timing. I don't see how that would translate well to an FPS unlike Metroid's focus on backtracking through huge intricate areas that gradually open up as you find powerups.

No.
You can make a new Megaman based on that idea but Megaman is primary based on the idea that he gets the enemies abilities. So that change to weapons that have various of effects is the overall limitation. Not even Halo or Doom gets that crazy with its weapons and their effects. So you are asking for that genre to accept a leap from what it is used too.
I don't think it would be good for any competitive multiplayer though, it would be better to play it's strengths as a single player FPS focused on the campaign.
No. 2d platformers are great and 3d platformers fucking suck.
The more I think about it instead of an FPS it needs to be an action game akin to devil may cry where it would still viably work concerning the upgrades and movesets. It could even assist the narratives where traditional gameplay can't with it's usual constraints.
