Why would a cancelled game deserve a Smash Bros. rep?
I don't know why everyone keeps putting up characters with zero Nintendo history as possible choices for Smash.
We are not getting a Halo rep because there has never been a Halo game on a Nintendo console. We are not getting any Team Fortress 2 reps because Valve has never released that game (or ANY games, really) on a Nintendo console.
Even Cloud and Joker, with the tiny amount of Nintendo history they've had, deserve to be in Smash more than Master Chief and Heavy.
Maybe Master Chief can be the poster boy of his own Microsoft mascot fighter if they ever decide to make one, but he doesn't belong in Smash.
