Because every character being official capital A Asian comes across as trite and eventually doesn't sell as well internationally. The developers know this.
But they also know that their homeland audience really prefers that most cool characters be somewhat domestic (yet somehow still exotic, don't want to remind them of their own lives too much) so you get white-american-with-japanese-parents and every shade of brown paint bucketed on a standard drawing of a japanese person.

Some FF characters were explicitly designed to look asian (Yuna, Rinoa) however others are designed to look caucasian but still tend to have asian features because of the Japanese artists.
This is why SE hired Roberto Ferrari (FFXV) to design more european looking characters.
