They're a company who's goal is to make money, it is to be expected.
The answer to your question however, is less clearly. Of course it is people who are actually falling for hype, but I don't personally understand how that justifies paying for a game that isn't made yet. It's kickstarter tier.
If there had been a -10% discount for preorders, as is often the case with new games, THEN I could have perhaps understood it. But doing this? It reflects poorly on CDPR, very poorly.
And it'll probably end up an Epic exclusive anyway.
