Idea Channel did a video on this, years ago. Basically:

1) attractive, eye-catching characters
2) lots of personality to distinguish them as actual characters
3) almost zero details about said characters.

basically, they are detailed enough to give you the basic framework of their personalities, but leaving you room to fill in with whatever details you want. They are also pretty sexy. there is a kind of approachability to every character. unlike... say... Kratos, or the Team Fortress 2 guys. Details like Hanzo's nipple, or Widowmaker's booty poses practically scream "LEWD ME, PLEASE"

There's something for everyone in Overwatch. Like skinny Asians? D.Va. Like thicker Asians? Mei. Muscle girls? Zyra or whatever her name is. Gruff older men? 76 and Reinhardt. More gentle but still manly men? Hanzo. Genji is faceless so he can be drawn or thought of however you want, too! There's a lot to work with, and while that worked in the game's favour for most people, it also makes everything feel really quite boring rather quickly, since none of the characters go beyond a very surface level representation of their archetype, and not in a fun way.

Unironically good character design. Just by looking at any OW character you get a pretty good sense of who the character is and what they are like. You pick up a lot of information by just looking at them e.g. nationality, basic character traits, and generally what they're about. Now if you personally like the designs or not is subjective but they do accomplish their purpose.

This to an extent. Despite blizzard being a pretty pozzed company now, the game and characters were designed during a period where blizzard had no problem using sexy girls as eye candy to sell their games, and from the very first trailer it was apparent they were really leaning into that with Overwatch. Widowmaker’s ass jiggle as she rolled over in the punchkid reveal teaser trailer was deliberate as hell, and it sure as hell helped sell me the game even if I dropped it a month after launch.
