Shouldn't the problem be that the first picture allowed the boobs to be accentuated so that they look bigger? Those are two different issues. Its the same issue nu-Tifa has. Canonically she didn't shrink but current graphics and design leave the impression that they are smaller. Real life women can change clothing to make their boobs look twice as big without actually changing their size. I don't even mean propping them up with a bra or stuffing them either.
