He's a ghost in the machine type deal, a consciousness implanted in your head, hence the chip from the trailer.

Johnny Silverhand is one of the 'childhood hero' choices in the character creation, so im assuming choosing him enables the player to either have him in your head or storyline introduces him later.

Regardless of who you choose Im sure he'll be in as some central point to the plot, and there may very well be a choice to keep him, or destroy the chip and effectively banish him.

he'd already dead. it's a thing like the simstim constructs in Neuromancer. it's like a virtual reconstruction of a person's mind, but it's usually limited in what they can remember and do. he'll be acting more as a guide, but every now and then he'll be like "sorry, chief, but that's out of the scope of what i can do" even though the real deal would be able to do it
