Sure, I am simplifying a lot, and frankly, history isn't even my strongest point to begin with. But I'd say it depends, above anything else, on particular level of analysis you want to do.
You can easily flip the categories based on what particular aspect of the culture you want to examine. You can look at certain very modern aspects and see Poland, Czech Republic or Eastern Germany to be Eastern Europe (because of the still very noticeable remnants of the Easter Block influences): you can go futher into the history and see them as "Central" mainly due to shared Austrian Empire influences, or go even further.

For an example (to make this again at least vaguelly game related), I tend to speak about my country (Czech Rep.) and Poland as "Eastern Europe" whenever I talk about games. However, if I would talk about literature, I would very distinctly identify them as Central Europe, and when it's global politics, I refer to them as part of "The West".

The contextuality is really important here. These labels are very useful IF used properly, but create a fuckton of unnecessary confusion when people don't know how to use them.

That is actually both a blessing, and a curse, actually. The lack of adherence to workflow and organization common to the west does make efficiency a problem, but at the same time, it is also one of the reasons why central or eastern european games frequently have such a distinct identity and charm. Games like Kingdom Come or Pathologic 2 would simply not even begin being made under western organization/business model to begin with: Yet here they are, and thank god for that.

I don't think shift of meanings a problem. What I do see as a problem is poor general education in basic linguistics and epistemology: the fact that so many people have little or no clue about how meanings actually work, or how basic judgements function. In this case, it's the lack of awareness to contextuality: people use the terms "West" and "East" as weird nebulous but strongly value-imbued judgements, and completely forget that they only work when they are presented with an established referential frame.

So for an example, when we talk about global cultural and political trends, "The West" and "The East" of Europe are effectively referential to fundamental religious and philosophical backgrounds: The West being catholic and enlightenist traditions that the East did not go through. And as such, Poland or Czech Republic logically belong to the West Europe, while Ukraine does not.

But for an example when talking about games, the crucial element of reference is technological and cultural development of the most recent history (with games being so dependent on technology and such): so the most recent history will be the most relevant. And that suddenly moves Poland and West to the league as Ukraine or Russia, as they largely do share that recent technological and cultural history, very much distinct from that of say, France or Sweden.
