How do I beat the mahjong substory in kiwami 2?
I've looked at the basic mahjong rules but starting with 1000 basically means you have to win the first hand and then manage to get enough points in barely any rounds
I know there's an item to cheat, but I'd rather do it normally

It's simple, really.

You need to understand what sort of hands you can form and what to aim for during each round. The game is just as much about winning as it is about not losing.
1) Do not chi unless you know what you're doing, i.e. it's very easy to form a winning hand
2) Do not pon unless you're specifically going for triplets
3) Pon the second you can get dragons, prevailing wind or seat wind as this will allow you to leave with a winning hand
4) Do not get tricked into hoarding Red Doras because you'll self-limit your options
5) Destroy your hand if it means avoiding getting ronned - sometimes you can figure out what the opponent has
6) The game will not give you a Riichi prompt unless you specifically check for possible actions - use a Riichi to really boost your score because it doubles the amount of dora indicators if you manage to complete your hand this way
7) When you have the option to Riichi, consider which tiles might be discarded instead of going for the highest number of potential winning tiles because it's easy to never actually get those tiles
8) Read the discards! After a while you can guess what the opponents are going for and which tiles can be safely discarded
You also need a bit of luck.

Almost all my hands have been those and slight variations in 5 or 4 shanten with many annoying penchans and difficult to improve much with calls if any even. Only once yesterday I got a great starting hand, a two triplet two pair hand with two dora that I immediately ponned to get to iishanten for quick toitoi and was stuck iishanten all the way to the end of the second row of discards when someone else got ronned. It's suffering.

In your case, it's no yaku. Probable issue: you though the east win pon counted, it doesn't as it is the south round and you are the north player. Wind pons are only worth yaku if they match the round or your seat. For reference, first turn goes to the dealer who is East, then south, West, North. Rounds are in the same order, but Riichi mahjong almost never goes to the west round.
