Except in far worse and overt circumstances, and with far worse and overt company around him, CJ was on his optimum hustle to precisely get them out from Tenpenny's boot while all Sweet had accomplished in all his time in Grove was allowing their mother to get killed in her own home, and enemies responsible to take residence in their circle, home and hood.

As others said it's mostly to keep the story going, but in the story Tenpenny repeatedly threatened to have CJ, his sister, brother and friends arrested, killed or who knows what before CJ can think of trying anything since Tenpenny can have evidence "lost" or wiped before a case starts.

They're able to move on him openly in the end because CJ's affiliation with Toreno gave them the same legal immunity Tenpenny held, and Toreno wanted Tenpenny gone once he'd become more trouble than it's worth.

HOWEVER, it's still hard to argue why no one killed Tenpenny and Pulaski in a drive by years ago. They weren't really irreplaceable.
