i would absolute be behind Miku's appearance in smash.
she has been featured in a video game via the project diva series and is in complete harmony with the japanese culture. however, the only thing that may stop Miku from being a DLC character is the fact that Miku is not entirely in harmony with the western audience. There is a bit of a following in the west, but people appreciate Miku and Vocaloid for the wrong reasons.
majority of the vocaloid fans in the west are liberal/left wing democrats who only use Vocaloid as a platform for their political agenda.
japan, on the other hand, sees hatsune Miku and the whole vocaloid scene as a reinforcement to a concept that is absolutely important to them known as Wa (和) aka Harmony. In many different ways, Miku reinforces this Wa philosophy so much which is why she has such an incredible status in japan and lack thereof outside of it.
for the fans outside of japan to find the harmony of appreciating miku, the fans need to associate her with a particular concept that is important to them. It can be anything. Wealth, good image, fame, anything. As it stands right now, nobody has found any solid associations to Miku besides being "weeaboo trash."
I do have to say that the lack of harmony with the western fans doesn't stop Erdrick from being featured in smash

Miku at least appeared in a video game, so what would make her not a character at all? If it was important for Miku to be in smash, no licensing issue would stop anyone. Crypton could always work out licensing deals with Nintendo just as they did with Banjo & Kazooie.
Hero was another anime swordsman. Reimu is a mage character that has a lot of unique things about her. And besides, people go crazy over cute anime girls. Just look at how people went turbo waifu over the new pokemon girls. I have no doubt in my mind that a Reimu reveal will attract that same audience.
