We know for a fact that Tifa is 5'5. This is established canon. In the screenshot I'm using, she's 363 pixels tall. 5'5 equates to 65 inches tall, and 363 divided by 65 is ~5.5. So, for this, we can assume that 5.5 pixels = 1 inch.
Now, this is a bit of a guess on my part, but using that same golden ratio and kind of eyeballing where the widest point on her rib cage is, it looks to be somewhere in the 10 inches range, which is...pretty expected for a girl of her height. Again quasi-intelligently assuming a golden ratio (see the next image), we can roughly assume that her underbust measurement is 30-32 pixels. We'll assume 32 since that's more common.
Alright, so, golden ratios. Remember that. For a 32 inch underbust, she'll have to be in the 5-6" deep range. We'll be generous and assume 6" for now. Again eyeballing it, we can determine where her rib cage is, and then trace the outline of the boob. In doing so, we learn that the boob protrudes about 3.5 inches from her chest. That doesn't sound like much, but trust me, that's a substantial amount of boob.
