Stop talking about anything in the Elder Scrolls like it's a bureaucracy. Outside of the royal succession people who find themselves in positions of power are put there because they're chosen, and they're usually chosen because of feats they've performed. In Skyrim in particular you're basically dragon Jesus, there's really no reason for them not to choose you. Your place in history is cemented the moment you absorb the first dragon soul, and it's very high up. Higher than 99% of anyone else in the game.
Everything is their jurisdiction. They operate on a way, way higher level than the entirety of the Mage's Guild.

No, he's at the inn. You never have to set foot in the college to get Azura's Star.
You are supposed to find an "elven mage able to turn the brightest star as black as night" in winterhold so asking about him at the college is quite a natural reaction if you are not following some guide.
But the point of the post was that you can just go past the gate keeper and after that every guard in skyrim will recognize you as the new student.

Yeah I'm gonna call BS on that. It gives you a quest marker for Nelecar. And there's no way anyone's playing the game for the first time with quest markers off since the NPCs don't give you actual directions like in Morrowind.

If one of them says you are now the boss of some backwater school, then that means you are the boss and no one will question it.
The marker is only added after you ask someone about him.
