The top one is riding around on a giant wheel to make up for her immobility compared to the more athletic characters you can play and generally has a wheel motif in her weapons of choice because of it. Her gameplay seems to just be this big fat lady charging directly at people via this rocket thrusted vehicle while laughing maniacally, which makes her kind of fun actually. "I want to fuck them" is not the only way to design a character.
