That's a shrink ray. As long as one person keeps shooting it, the enemy it's targetting gets smaller. The better the science skill of the user with the gun, the smaller the enemy shrinks. It adds damage to the rest of the attacks and also kind of immobilizes them a bit. I think I remember them saying that there's no enemies that are completely immune to those kinds of wacky effects either.
