I remember getting the wave beam without the grappling beam once after seeing a speedrunner do it. But I'm not sure if there was anywhere else where you're supposed to have it.

the only major spot is the moat before wrecked ship, the room with the missile just sitting there. You can easily spark thru that room if you have speed booster, which you can also get with a wall jump in green norfair without the grapple beam
Entering the Wrecked Ship, and in one of the large rooms in Maridia.
In both situations you can use a shinespark or careful bomb jumping. The wrecked ship can also be entered with a very specific wall jump.

Killing any intelligent sentient being is murder. Now whether Crocomire is intelligent or not, that’s up for debate. He doesn’t seem very smart but he does manage to pull off one final spook with his own skeleton, that was smart
