Government is trying to cover it all up as "MUH RUSSIAN CITIZEN DATA PROTECTION", but if you look closely it's all just a preparations for a Russian version of China's Great Firewall.
As for VPNs? Well, VPNs must apply for the rules set by government which includes to not allow visiting websites blocked in Russia through them. Chinks can bypass their firewall through VPNs and I'm afraif Russians won't be able to do so because of the whole VPN situation in here. Because if your VPN service is not applying to the rules it gets blocked in Russia.
