Do people have lights in their clothes, jackets, etc. these days? No, because it would require batteries, and that's just a pain in the fucking arse. Charging your phone at night is enough of a hassle as it is.
It seems a little implausible that people in the future would be wearing lights that would need constant charging. I guess they could be solar powered or something, then they could just charge naturally during the day. But still, it seems a bit dumb.
