I think they could do a good one, but that doesn't mean they would do a good one. HftF is good because even though it's based on an existing property, it still feels like they put a lot of thought into making it fun even if you know nothing about JoJo. A lot of fighting games based on existing IPs are made for fans of the series first and for fighting games fans second, and I imagine that if ArcSys were to make a JoJo fighting game they would be told to make a game like that that will appeal to fans of JoJo above all else, rather than having them make a game that can stand on its own whether you're a fan of JoJo or not. If they were to make it more like HftF, I think they'd do a fine job of it, but I don't think that's what they would do with it.

Part 1 is good right at the start, then it goes downhill when Zeppeli shows up and then it improves again at the end.

part one is boring besides for the first 2/3 episodes. Part 2 is excellently paced, and part 3 is paced badly too much reliance on 2 part fights. Parts 4/5 are GOAT for what's currently adapted. Read the manga anyways.

I love Joubin, but considering the full extent of his abilities hasn't been shown, I don't think he'd be a great addition, he'll feel like he doesn't have much going on if they just go off of him heating some things up and it'll reflect poorly on looking back on the game when the full extent of Speed King is shown and all he can do in this game is heat things up. Joushuu, Yasuho or a Rock Human would be a better choice for a JJL character.

Part 1 is arguably the weakest part but it's a necessary watch for setting up the later parts so you can understand the story fully otherwise you'll just be like "Who was this guy?". Trust me just stick with it for now and you'll get there.
