You got a good point. In my experiences, Garry's Mod Workshop downloading/updating always fucks up my download queue for some reason. Just keeps going despite everything having been downloaded/updated preventing anything else from being able to update. Trying to cancel just completely stalls the download forcing me to restart Steam.

Fun fact, the standalone client for PoE patches faster.

The reason this happens is because Steam makes backups of every file it patches. If you patch a game where all game files are bundles into one big mess of a file, it will take a while to patch.

Blame the game developers.

Game files come in archives rather than loose files

Steam downloads loose updated files so not entire archives have to be redownloaded (so you don't have to redownload the entire game)

Now how do you put loose files into an archive?

Well... you decompress and unpack everything. Then you replace the old files with the new files. You THEN repack and recompress.

This shit can, depending on the size of archives take ages and a significant amount of CPU performance.

This isn't true at all. The download is small because it's a binary diff of the archive.
It takes a while because Steam makes a backup of the entire archive file before it applies the diff.

That's developer side, idiot. If you have to unpack 70,000 shaders in cache that are compressed it's going to take longer than updating 2 text files and a DLL.

Installing TTW and having it fail took 3 hours (total) with my 4770k being at 100% the entire time

This has literally nothing to do with steam you mongoloid, the devs chose how to patch a game. This specific occurrence means they're patching one or multiple big compressed files with small changes. In order to do that your computer is going to decompress huge files full of many other smaller files, modify a few of them and re-compress them.
The alternative to that method of patching is directly sending the big compressed modified files, which will result in a much bigger patch but no "installation" time. That can actually be faster for people with optic fiber connection.
If you want those small patches to install faster you simply need an SSD and/or a better CPU and maybe more ram if you're short on it.
The devs alone chose how to patch and how the game files are on your computer.
