If I had to make an educated guess I'd say it's because of the economic climate of Japan in general. Kojima's projects have always been a huge drain on Konami compared to their other marketable assets. Kojima and Konami obviously didn't see eye to eye and Kojima wanted his own studio. Enter Sony, a media giant that licenses properties from other companies all the time willing to fund a new Metal Gear game to fuel one last surge of PS4 sales.

They sign all the paperwork, keep it nice and hushed up, and everybody wins. Konami gets a percentage, Kojima gets his studio off the ground, and Sony rakes in piles of cash.
