They actually like Linux now, yes. A lot of new projects at MS are open source now, they've even made a github where they publicly work on UX design. They also straight up let you download Ubuntu from their own store and run Bash scripts using it on Windows.
But gaming on Linux is a shitshow, even for Valve, so don't expect them to waste time on that

JSRF is nearly perfect in CXBXR, Panzer Dragoon Orta works but isn't great

You can expect to see more Win32 coming up actually, recently they've been less focused on UWP and more focused on porting features back into Win32. The new Xbox app actually uses what they're calling "UWP XAML Islands", which basically just means they can use their newer design standards in Win32, so things like acrylic blur and reveal glow effects.
There's a chance someone may hack together a Windows 7 version. MS themselves won't support it but it's Win32 so it's about as hackable as any other program.

What makes it hackable so that it can be on W7 while the games can't?

They dont own those games, they only made it possible to play on Xbox by reading your old discs and making them work

Games depends entirely on how they're made. Obviously the games that are already out on the Store and use UWP aren't going to work on 7
But not all games do that, any game that comes to Steam can't be UWP, Steam doesn't support that, so as long as they aren't DX12 exclusive, which most (all?) of the games on Steam right now aren't, there's no reason they wouldn't work on 7 if the client works.
Now they could make a Win32/DX11 version for Steam and a UWP/DX12 version for the MS Store, Quantum Break did that, so there's no way to play that on 7 except for the Steam version.

Microsoft isn't doing Windows 10 exclusivity anymore. The MCC doesn't require it
