But they were also both huge fucking idiots, did nothing the entire game they were in, and then died like bitches achieving barely fucking anything.
I guess Deathwing at least impacted the world permanently? And got close to ending the world I guess? I am unsure if that makes him better than Alduin though.
Alduin has succeeded in the past (the world we play in is just another of many after Alduin eats it), and will actually come back later anyway to do it again when he needs to. Skyrim he just wanted to be a tyrant and rule, which he isn't meant to do.

Alduin, easily. The guy literally eats time and puts an end to kalpas (fancy word for era) so new ones can begin. This erases everything except a few universal constants from the entirety of the Elder Scrolls multiverse. Deathwings planet-wide cataclysm is smalltime compared to that.

He 100% does, he isn't at full power in Skyrim and even killing him in Skyrim isn't going to stop him from returning later when he has to fulfill his duty of eating the world.

ES has very literal lore, like the moons literally being the corpse of a dead god, or that said dead god's heart was ripped out and fired into Vvardenfell.
He literally eats the planet. This is backed up by the fact that the LDK was trying to hide parts of the planet so Alduin wouldn't eat them, but he found out and turned him into Mehrunes Dagon.
In his story where he cursed mehrunes Dagon to become... mehrujes dagaon, Alduin does exactly that. He wraps his tongue around a piece of the world and are it. He ate red mountain where Lorkhan was hiding, and because of that Lorkhan was trapped under red mountain and could not get out.
