Leaks from friend of a friend types say that no one at Inti had any idea how to use Unreal engine, and none of the dev team had in depth programming experience. For MN9,that led to simplification of the game's levels and gameplay, and why the end product is so unoptimized trash. The rest of the issues were too many ports, and too many features, and they ran out of money fast (only had like 50% of what they thought they would). The game cost like 2.2 million which in game terms is like a cheapo playstation 1 game. Remember, the average PS1 game was like 2-5 million, and the average PS2 game was like 8 million.
For Bloodstained, all these issues still applied. Inti still had no clue how to use Unreal. After 1 year of giving them a chance, Iga fired them. The timing was right after MN9's release, which likely means he saw where the project was headed.
