Just started playing a day ago here on f2p, playerbase seems really stable at 10-15k+. Only actually met about 10 others players though in my starter system

I've met plenty of other players, Jita has a good 1.5-2k at all times. Also got a bunch of corp invites just from flying well on my alpha starter.

I just aimlessly mine and do missions for isk in highsec. Can you risk the starter ship for free in pvp?
Yeah, the Ibis is a free one that you can claim at every station. It's garbage, though. You should do the tutorials and career agents that you find in The Agency for ISK and ships. Got a good 5mil, on top of 2xVenture, 2xBadger, 1xMerlin, and some other shits from doing those yesterday. Also mined a couple mil worth of ore, but saving that for when my indy skills are the highest I can get on alpha so I can start making ammo, it's good passive income.
Also, do every other career before the military ones; you'll get mining and salvage gear that you can use at the mission sites for that extra dough. Mining a 90k Dense Veldspar asteroid in a mission field with a Venture takes about 40 minutes and nets 1.5mil in unprocessed ore.
EVE Button > Social > Channels > Help > Rookie Help > Join
It's a channel with like 1k people in it all the time, not only can they help with any questions you might have, they can also offer advice on what to do instead of just mindless grind.

The only ships I find in space in null are either bots or capitals or both, and all I can find in wormholes are explorers

This has happened to me no less than five time now. I have a decade old account with tons of skills I've literally never used because any corp I join immediately dies. I have absolutely no experience doing anything in this game except roaming with groups who never find anything.

Unironically, the F2P model has made me calm down enough to focus on an industry character, which turns out to be really fun.
I should try industry. I'm sick of having to wait for other people to be online and willing to be able to set foot outside the station.
It's fun, and if you do missions anyway, you often get instances with loads of ore all for yourself. Pretty nice to make your own ammo as well, and to actually use the scrap modules for something else than vendor scrap (you can recycle them for rare minerals at times).

Small fights got killed off hard by stagnation and capital balance. Its funny because back in 2009-2012 when I played a lot the old guys would tell me small scale pvp was dead then compared to when the game launched because they couldn't zoom around in solo nano-battleships pwning everyone.

small scale is fine but its an MMO you will not find very many e-bushido types. Small fleet or gang warfare is alive and well. Its even considered preferable for many groups since blob warfare requires too much prep and the objectives aren't worth the effort.
I fly regularly in fleets of about 8 people and its fine, we provoke response fleets by tackling orcas and battleships because people care about those things. If you want to solo pvp in a frig be prepared to have 85% of the targets you could be hitting be outside your threat profile.
