The whole game depends on its text system. Back in the gba era it was acceptable to just translate games to English but now they have to translate it to Spanish, Deutsch and French at least, that's translators and lots of testing, that's too much an investment for a game that will sell poorly

Nah, I think the biggest reason aside from possibly the music is that it was never intended to release in America, so no translation was ever offically made, unlike the first 2. This means if Nintendo wanted to make a translation, they would actually have to put in work rather than finding a ROM and uploading it to their store.
