That doesn't even use the RTX part of the RTX card. It runs just as good on a 1080ti as it does on a 2080.
This doesn't change games for the better, it simply does what other methods have done for years in a different way and pretends it's some brilliant revolution that we can light things in real time... when we've been lighting things in real time for a decade.

Mirror effects are nothing special and have been done in many games, it's just part of the world and the player being rendered in reverse behind the surface. It has to be manually added to each environment. Ray tracing can automatically apply real time reflections on any surface, ground, glass, metal, not just ones manually added by the level designer.
what people use for games is shitty fake lighting. raytracing is what everything else uses. there's no reason to stay on rasterization when hardware gets good enough

or it can be done automatically by the engine if it was programmed to support that. Most engines don't bother because it's a lot of extra work for something that's only used in a couple areas. Screen space reflections are good enough for most things.

I'm pretty sure we were talking about this being a thing like, ten years ago but it was mostly done with industrial grade PCs used to render CGI.
Perhaps some engines can do that, but why do we not see any games today pushing refleshings? Likely because its destroys the performance, while ray casting is a built in function of the GPU, which will make real time reflections on multiple surfaces possible with the game somewhat playable.

There are mods now that make it even far better than before, and in some ways even better than Skyrim. Look up some of the overhaul mods for weather, water, foliage, faces, see-through windows, etc. It's pretty incredible what's out there now.

They can't, because card improvement like that hasn't been around for years. There was a time would you actually COULD get that kind of improvement from the next series of cards.
Well, maybe not that much but perhaps like, a clear 30-35% improvement over the last card. To the point that you kind of got fucked over by your last investment. It was annoying but it's why I still have the same attitude. Fuck their new series. I'll wait it out and they can go get fucked for releasing this shit in such quick succession without clear overall performance increases that are impossible to ignore.
Agreed, some games do very well with graphics upgrades; especially games that were done at a time where budget was low or the artists could not quite get what they desired out of the final game. Like using MGSO 3.0 for Morrowind keeps the aesthetic right where it is, but adds some really great texture enhancers, post processing effects and a plethora of bug fixes. Taking Minecraft and making it look "realistic" is the gayest shit on this planet, but so is showcasing RTX with Quake 2, when you can make it look better than the RTX version with BerserkerQ2 or similar HD mods...

It is, but the issue is devs are dummies who refuse to learn new technologies until consoles literally force them to
RTX and dedicated raytracing cores in general is a really good idea but it forces devs to optimize their engine to offload all the lighting work into those cores and sync up the refresh rate with the normal cores.
The result is you can basically stop using the main cores for lighting and use them for more detailed texture work instead, which improves both lighting and graphical fidelity in games.

cards like 2080 ti are going to be expensive until they release a video card that makes 4k 144hz gaming a viable thing, which is no time soon and even then will still be so insanely expensive that the cost of a rtx 2080 ti right now won't seem so bad.
No game will be made that requires anything close to this card's specs to run at average / above average settings. PC gaming won't get more expensive, builds won't start costing more. People that pay to be on the cutting edge always pay a premium, and these same people don't represent anywhere close to a significant amount of the user base that purchases GPUs. Nothing has changed, nothing will change. Suckers will spend the big bucks to brag and find ways to justify the costs, while everyone else continues on in their own way. It's pretty damn tiresome.
