Look at the DLC costumes for SFV costumes. 90% of them are waifu outfits, and that's about the only thing put out for SFV for months.

SFIV overstayed its welcome, Capcom wanted to have SFxT be its successor but shitted the bed super hard and was forced to stick with it for 4 more years.
SFV had no budget so they had to go beg Sony for help, but Sony said, ok, but have the game out ASAP, which resulted in a very rushed product with basic features missing and that damaged the brand that was stagnated by the 9 years of SFIV even further.
Capcom no longer sees it as a very profitable investment and it would be dead for good if it wasn't for the e-sport aspect which will probably warrant a SF6, again with the help of Sony, to be a launch title for PS5, but that will be this series last chance to become the premium fighting game everyone plays again, which it haven't been since SF2.

That doesn't mean Tekken as a whole isn't popular. Casuals were probably less interested in the series, but anyone who is the slightest bit familiar with video games knows Tekken and its characters just as well, if not better than Street Fighter. Yeah, there's Ryu, Chun-Li, Cammy, Blanka, and Guile. But there's also Eddy fucking Gordo, thanks to Tekken 3 and button mashing scrubs.
Back when I was a casual I couldn't even do the first few trials for Ryu in SF4, the game was anything but for casuals, if you learned basic punishes and how to anti-air & crouch tech option select, you'd immediately join the top 10% of the players.

The FGC. Unironically. The FGC, particularly, the Street Fighter portion, killed their own game.
It's always the same story. Don't mistake the FGC for normal fans or even hardcore fans. Because although all groups will defend a franchise, only the FGC will defend shit decisions and bad games. They don't care about maintaining the core gameplay like the Hardcore, and they don't care about getting their money's worth like normal fans.
As long as they get their little Twitch views, edrama, sponsorships, and EVO, the FGC doesn't care if the game is trash. That's the problem. They'll defend and reward garbage if it means they can maintain their little cliques, followers, and donations, because they're *terrified* of having to work a "real" job.
So if maintaining the lifestyle means sucking dick, then they're sure as shit gonna pucker the fuck up. The FGC is one of the most ironic things ever.
Rushed SFV out, eSports, lack of communication, a very sterile roster and basing it's seasonal updates on updating said roster, garbage netcode, and Capcom just burning everyone out on Street Fighter to the point it's the only thing that means "Capcom Fighters" anymore.

Only ones complaining about that were scrubs who weren't even playing people who used 1 frame links anyway. Fighting games require a lot of work. Maintenance, online servers, steady content flow, balance patching. In return they offer limited revenue flow opportunities compared to shit like Cawdooty or other games that can monetize loot boxes (not that this stops Tekken from having loot boxes...)
This combined with a needy, niche community makes it not a very sound fiscal investment in as far as the FUCK I NEED A SECOND BOAT HOUSE investors are concerned.

Locking the majority of characters behind dlc, especially the higher tier ones makes your game feel pay to win.
Making combos too easy to pull off makes the game less mind games and more trying to pull off the combo when given a chance.

It acquired meme status as the best fighting game of all time because of Daigo in 2003, but no one that praises it has ever played it.
Then came SF4, it was a new thing because it was SF2.2 but in 3D, the first version sold huge numbers and the game started becoming a e-sport hit. But then each new revision sold less and less and the game was dehydrated, I mean, it was a 9 years old game when its successor came out.
And then there is SFV, which faced huge problems at its release, small roster, network issues, little single player content as well as some mechanical issues.
SF is yet to release a game that becomes that HUGE MUST PLAY title ever since the original SF4 release, and it happened because of bad decisions, such as making SFxT a hilarious attempt of a cashgrab, introducing to the world the term "on disk DLC" which is acceptable today but back then was shamed upon. And then releasing SFV incomplete, the game should have been under production for a year longer, but they didn't have any money left.
A lot of it has to do with being a console exclusive. I know people who would love to play 5 but are sitting Sony out.

Yeah because SF4 is a sequel to SF2. When SF3 launched, the only recurring characters were Ryu and Ken. Akuma didn't get introduced until 2nd Impact, and Chun-li didn't get introduced until 3rd Strike. Just compare SF2 and SF4 base roster.

Assuming you're talking about SFV. The third season of DLC characters was highly anticipated, and didn't deliver. Then they apparently stopped working on the game because no one expected them to scrap season 4 and release only Kage.
