No, it's not
You don't need forsaken to play Shadowkeep, but if you want some of forsaken content (such as exotic quests like outbreak perfected), you'll need to buy it separately.
That being said, regardless if you buy it or not, you still get access to Dreaming City and Tangled shore, together with raids and stuff.

Shadowkeep should come with the base game and all DLC content to date. Forsaken was alright it had a decent story and introduced a new area. The season passes are scam dlc that just reuse previous locations to introduce time gated quests and maybe one raid/horde mode. Despite being a waste of money for the content, you have no choice but to buy them if you want to remain up to date on gear score/grimoire entries. If you just want to try out the game wait for their free to play release called New Light which includes everything but the raids and shadowkeep DLC content.

Forsaken is not part of new light.

You can buy Shadowkeep without buying anything else. Everyone gets the Y1 content (expansions included) for free. I think they also mentioned that you'll get the season pass for season 8 for free when you buy Shadowkeep too.

He meant why the game isn't out on Steam already. Why delay it until September and wait for the new expansion. They could've put up the base game with all the previous DLC for sale so people could start playing it straight away and just make another page to preorder the new expansion.

Buy 35 edition first, then upgrade if you enjoy it. You will have enough time before the first season of extra content drops.
