Yes they will be. 2 and 3 had co-op and 3 had the kingdom building. You won't be going around like Minecraft one spot at a time, but more like plastering templates around the area and possibly being able to explore it but these towns will be instanced away with untold distance between towns MP probably means co-op. I think the smart move is to jump from 2 to 4.

It's really not nearly as bad as you say, video game characters are almost never particularly interesting especially not back in the oughts when the medium was still clumsily transitioning into 3D. The game allows you to kill people and become a demon or help people and become a saint, there weren't many games like it at the time. It doesn't have to be anything groundbreaking, and it's certainly not as good as Fable 1, but it was not a bad game at all.

Bruh, Fable 2 actually does have more meaningful choices that can effect areas and whatnot, and character customization is pretty well expanded through gender selection and dyes. Weapon types and magic are scaled down, which is a legitimate complaint, but the NPCs in every fable game are hilariously one note.
This isn't to say that there's -many- meaningful choices, but there are more. Fable 1's moral dilemmas amounted to killing a character, and regardless of whether you do or not they never show up in the plot again anyway, so it was also meaningless.
The really bad entry is Fable 3, and even then it's alright up until you become king, at which point it totally shits the bed.

And even if you choose your dog, all the towns are still fully populated with the same worthless NPCs, so there's hardly any consequence to picking the selfish option.
The choice I find emblematic of the entire game is when Reaper fucks you over with the sacrifice quest where you pick whether you or some random chick gets aged up 50 years. But If you pick the girl she never really shows up again, and if you pick yourself, it's just a meaningless cosmetic change that has no bearing on the game whatsoever.

That's the least meaningful choice in the game, and you're purposely ignoring the shit you can do to effect Bowerstone Old Town and Oakfield. And considering that Old Town getting cleaned up if you do the good version of the prologue.
The Reaper thing happens many times over in Fable 1, though. Do you choose to fight Whisper to the death? If you do, she shows up one more time in an optional cutscene.
What about killing Theresa at the end of the original? It doesn't matter, if you spare her she's gone anyway, even in TLC. Same with Briar Rose and Thunder, they each show up two, three times, and once you're given the option to kill them, regardless of your choice, they never show up and it's never really acknowledged.
Fable 2 has legitimate issues with the gameplay, but its world actually does have more reactivity than the original, even if it's not by much.
