That's not the point. Nobody should be forced to provide service to a customer if they don't want to. If the potion seller refuses, then there's now a new job in the market for a seller who will sell potions to the knight. And besides that, the potion seller can be held liable for selling dangerously strong potions to someone that may not be able to handle them.
Potion seller has the right to refuse service. What if the Knight had taken the potion and it was too strong for him? Now the Potion Seller would be directly responsible for the Knight's death. The Knight was too prideful, unable to see the truth.

Not enough information. We don't know how strong the knight actually was, only that the potion seller made an assumption about his strength which could have been based on unfair prejudice. If the knight actually could have handled and did in fact need only the strongest potions, then the potion seller would be wrong for withholding them. By the same token, if the knight was indeed too weak to handle the potions, then the potion seller was in the right to withhold them as a matter of responsibility.
However, even if the knight was too weak to handle the potions, the potential lethality of the battle he was going into needs to be compared to the risk of the potions; it is entirely possible that while the potions may have killed the knight, there could be a slim chance that he would survive, whereas his chances of surviving battle without the potions could be zero. In this case, the potion seller is still being responsible, but inadvertently condemning the knight to an assured death instead of a likely one. Knowing this, the knight is not wrong for being insistent, since the potions may be his only chance.

The Knight has no choice but to beg and plead knowing that the potion seller has this monopoly having no other choice for he will surely die in battle without stronger potions
With the refusal of service and the cornering of the market the Potion Seller has now doomed another host country

If the Knight was actually smart enough he could have used the knowledge that the Potion Seller's potions could be used as a weapon. If what that Potion Seller said was true and his potions are capable of killing a dragon then surely they would be able to defeat almost any other enemy that the Knight may face. The Knight was just a fucking idiot.

How could the potion seller accurately assess how strong the Knight was? If he could, he was right
How desperately did the knight believe he needed the potion to survive the battle? If he was certain he might die or fail without it, he was right, because he was risking his life in order to win the battle anyway.
So long as the potion was not guaranteed to killthe knight instantly, the knight was in the right. But if it was, then it was the potion seller who was right. So, most likely the potion seller.
The seller is in the right but the Knight should have asked where he could either A. Find the next best seller or B. Ask how he could become strong enough to use his potions. We dont know how long the knight has and if we go by vidya logic he has an infinite amount of time to chug potions until he can handle the potion sellers most powerful concoctions. They just both wanted the other out of their face so they could get on with their day.

You don't get to making the strongest potions at the start. He's probably been making portions before the knight could hold a sword. Hell, he's probably seen scores of knights, all needing potions. If his stock is only of the strongest potions, he sells only to certain clientele, knows how they carry themselves, then he could accurately ascertain if the Knight could handle his strongest potions

It was heavily implied he wanted potions of healing, because he was going into a dangerous battle where he'd need the "strongest" potions, but the potion seller claimed the potions would kill him. So presumably the potion seller was either retarded and didn't know that he obviously wanted healing potions, or he's just really bad at making potions because his healing potions fucking kill you instead.

Or maybe he knows how fucking medicine works and realizes that if the potions overheal you for too much, they have adverse side effects. He doesn't sell normal healing potions that are meant for normal to above average knights, he sells the strongest healing potions, which you can only assume would heal a normal knight a thousand times over? Now maybe he should lower the dosage at that point to appeal to everyone but it was probably too much of a hassle and he'd rather lose the sale than kill some idiot.

overhealing should not have any other side effects other than overhealing. If the potion seller's potions have side effects from overhealing like killing a man then clearly he sucks at making potions

You make that on the assumption that the overhealing is normal. He doesn't make strong potions. He doesn't make Stronger than usual potions. He makes the Strongest potions. The strongest adventurer can call down meteors. The strongest adventurer casually wipes out entire species of dragons. The strongest adventurer can tank thousands of thousands of times the damage even above average adventurers can. Ergo, the strongest potions need to be able to heal even their bodies.
