Sure, low level is infested with people who got banned so you will get a good share of flaming, but as your mmr improves it gets much better if you're not one of them of course.
The game is mostly the same but the map has changed a bit, there's a "mini-baron" before baron, dragons give different buffs, jungle camps changed, and of course items and meta are different.
There's also a loot and a quest system that lets you get champions at discounted prices and skins without purchasing RP, but it's very RNG so you can't really target a particular skin or champion.

Compare the offerings of the 2014-2016 period to the offerings of the 2017 onward period. You had monster men and weirdos like Jhin compared to... hot babes and cool guys who all kinda look like the same generic Korean MMO art.
