If you're talking about the Salish sea stuff, that's been happening since at least the late 1800s. People drown or commit suicide and their feet, preserved by the shoes, wash up on shore at a later date. Ocean currents can carry stuff a long distance, so they wouldn't even necessarily died all that close to the area.

When I met up with benny I convinced him to go to the hotel room and leave his body guards, once there I used one of the perk specific dialogues to freak him out, then I used an old technique I picked up from an old NCR ranger I got friendly with before dealing with him, I used a paralysing palm technique to knock benny to the floor, I proceed to lean over him and wail on him until he dies. Blue moon by Frank Sinatra starts playing from the Jukebox, the radio announcer says something about 'when you finally meet that certain someone. I clear the pool table of balls and drag bennys corpse onto it, I strip him of his clothes take out the ripper and start sawing him into bits, 'BLUUUUEEEE MOOOOOON'. Blood is splattering everywhere, I drag all the pieces of him into one of the adjoined hotel rooms and check the safe. Got the Maria unique pistol as the ultimate trophy. It sits on display with the others.
I used to have so much fun in New Vegas with this character, closest thing to a real simulator you'll ever get, even has the 30s-50s aesthetic. There are dumpsters everywhere in Freeside to hide all the corpses.

Real life is not as clean and logical as it is shown in TV dramas, you will have everything from hit and run with no witnesses to drug addicts being killed by some hood over a $10 debt.
