Depends on what you want. If you like Arcadey-beat-your-high-score-y type games, JSR is the better option. If you like platformers, Future is the way to go.
Both are great but personally I prefer Future.
Before anyone starts a shitfit over which of the two is the best, I'll just say that I enjoyed both for what they are and that they're too different for me to compare. It's clear that they both had different objectives in mind, even though the core gameplay is pretty much the same, and that's why I love them both equally.
They both have their own flaws as well. JSR has more awkward controls and a slower pace, but Future feels like it lacks a bit of that arcade challenge and could use a stronger storyline. A third game that combines the things both games do best and keeps the amazing artstyle and music we all love would be a dream for me.

I think SEGA is under the impression that the JSR fanbase is small, but very vocal. Whenever something JSR related tops one of SEGA's surveys, they play it off like "I guess the entire Jet Set Radio fanbase voted for this one"

Future is obviously better, but I do like the artstyle from the first game more.

One answer is that there's nowhere to move forward. Hover already did well to showcase where the next game would need to go in order to build on JSRF, and it just doesn't fit well with the other two games. You could just make JSRF but with more levels, but that would be a bit too much selling out for its themes.
The other is that they would absolutely love to sell out, but both games sold like dried shit. Even the HD rerelease got pathetic owner counts, only clocking in at 500,000 despite giving the game away for literally free and doing so dozens of times. It's just one of those cult classic games that became famous enough to the point that it's trendy to say you loved it, but it's demonstrably true that only a small fraction of those people actually played it. There's no point in rereleasing another game or making a whole new sequel when the majority of the "fanbase" are outright liars.
At the least, CXBX-Re has finally immortalized the second game through emulation, and the Unity multiplayer port is starting to become almost tolerable
They hated every IP they made besides Sonic and Phantasy Star Online until recently. It's possible we could see another game in the next few years after other dead IPs like SOR and Shenmue have come back to life or even allowing the TJ&E designers to get the rights back to the franchise.
