Sometimes you have no guaranteed safe tiles, and the opponent is not in a ryanmen wait so suji doesn't help you. If they're in an early riichi then you just have to guess.

Luck is a skill you practice. Yes, you heard me, luck is a skill that can be gained through practice – or so says anime. If you watch any mahjong anime, you’ll quickly learn that luck is a stream which flows from player to player and if read correctly, can be used to gain the upper hand.
The game is much more than just lucking out and drawing the right tiles. Bluffing is a major component, and especially in Riichi mahjong where you can bet extra points which indicates that your hand is near completion. Because it is possible to win off of other players’ discards, it’s important to have an idea for what the other players are trying to accomplish in the game. Not only that, but if a player wins off of another player’s discard, they are responsible for paying them the points for that hand. Pretty dangerous if their hand is a yakuman. This vigilance goes hand in hand with card counting (or tile counting) as it is the best way to stay out of trouble. It is also a strong factor in this game as there are a limited number of each tile and the discard pile is visible to everyone.
There is a lot more so say about the game and the specific rules but in the end you should practice and to get into beginners guides.

Honestly, you don't. For closed hands at least, you can smell a honitsu or 7 pairs, but everything else it's just not possible. I think one thing that does help is understanding and applying tile effiency from what you've done. For example, if someone throws a 2 or 8 early, it probably means that the 1 or 9 is safe since those were probably floating tiles. Likewise, later in the game someone discards a middle tile, there's a good chance it belonged to a pair+1 that belonged to a series. Another thing is that if you don't see an honor discarded early, it's dangerous more often than not.

suji doesn't actually work. it's a meme-trick that is forcefully spread by "pros", so that clueless beginners and down-on-their-luck intermediate players will keep dealing into their kanchan waits. Then they think "well, I still made the right discard, nothing I could have done, just got unlucky!"

No. He obviously has triplets of the other dragons, so Haku is out of the question.There's only 13 tiles left, and your hand is just toi toi. I would have started by discarding the 9P,or 6P, since the guy across from you only has 1 mahn tile discarded, he's probably waiting on a mahn. 6 is usually a dangerous number, so I would have discarded a 9P, and if it passed, I would have just discarded the other 2 9P.

Well obviously we're being fooled by the way we perceive these events, that magic we feel isn't real. Still, I've played mahjong for years and this game still manages to fuck with my expectations, that's what makes it so exciting. Sometimes it feels ridiculously biased, even knowing it doesn't matter in the long run.

You're less likely to draw three 3sou into a closed hand than you are to complete a chinitsu which is 5 han even when open.
Ryanpeikou is a meme, it's not worth enough to force it considering how difficult it is. You just take it when the game gives it to you for free, or if you're in tenpai waiting on the last tile you need for it.

To answer your actual question I would've tossed 2sou.

Those are dora. They give your hand +1 han of value per dora tile you have in your final hand when you win, but they don't constitute a yaku by themselves.

it isn't possible. suppose your hand has 1 han. for example, you can think of tanyao. winning by ron gives you 10 fu, and winning by tsumo gives you 2 fu.

20 + 10 = 30 fu and 20 + 2 = 22 which gets rounded to 30 fu, respectively

basically by winning you're always rounded up to 30 fu at least

It's just a normal game with some meme yakus; look for "local yaku" on the in-game list. You don't lose or gain anything for winning beyond the event quests.
