It's not like that, monsterization happens when there is huge amounts of stress and a being gets reborn as another being, Orochi is a monster that got reborn countless times by Psykos experimenting with it, she basically rolled the dice over and over hoping that the new being would be a stronger one than the one before.
Garou is breaking his limiter which is a human putting himself through near death situations, surviving and keeping his ego intact eventually breaking the limitations God put into humans, which is what Saitama did, the thing is that since Garou is conflicted with his goals he never achieves neither monsterization or breaking his limiter

Has anyone ever considered Saitama to be a bit of a douche?
All the power in the world, and he does probably the least amount of work relative to his skills. He wants to be recognized as a Hero and get his own Fanclubs, but he cant get off his ass to prove he's capable. He thinks that the only way to be a hero is to risk your life against strong opponents, acting as if being too good at his job is something to be depressed over. I think the story will eventually end with him getting over his problems and saving the world for good, something that he's quite capable of at the moment, but just chooses not to.

He’s meant to be like that. King even gave him shit over it once.

I'd call you out on your shit taste but lately you fags have become right, in Muratas case. Webcomic OPM has great pacing that keeps both the comedy and the action on display. Murata has had now what, 20 chapters of nonstop fighting? I know it's for the anime but with what S2 looks like nobody is really even excited for that shit. Orochi was wasted piece of shit too, everybody knew from the start what his destiny was but he didn't even have any time to interact with anything until he got one punched to death, and Saitama even said a "lmao one punch" joke.
