Why would you want to lock mechanics behind the difficulty settings?
It would make the game even shittier on easy and normal mode but keep the game the same on hard mode.

Reminds me of fighting games. Recently suffering in for honor. At high tiers don't even attack the AI, they just parry everything, every bash is dodged and punished. So i just stand there parry bait and punish.

In Halo for instance enemies more frequently jump away from grenades on higher difficulty, and are more prone to take cover when their shields are damaged.

And do you believe that the difficulties below legendary would be less fun if they all used the legendary AI instead?

For people who're less good, having every enemy dodge every grenade you throw and constantly hide behind cover would be less fun, yes.

For a more skilled player however, these are opportunities to use your better skills to take advantage of the fact they dodge your grenade, and line up a headshot when they're on the ground, or to funnel them into areas where they can't dodge the next grenade for instance.
