Where did they get all the metal to build those statues? Why right there? How'd they get the manpower and mechanical power to build the upper portions? If they can do that, why can't they clean up or salvage all the scrap vehicles on the Long 15?

The NCR is spread as thin as margarine and given the tipsy scale of business between different prospectors and companies from California, the Mojave is a frontier until The Courtier canonically brings it justice NCR style.
