Definitely. Usually you'll see two of the primary colors used as the main colors with the third used sparingly. Or sometimes there's a pretty much equal amount of each color, but then they use a neutral color like white to keep the design from looking too busy. The two legendary designs here both have three main colors and barely any white to offset it, so they look a bit too flashy.

I haven't followed pokemon in a long time and I'm not great at articulating these things, but I think both of them are kind of boring. Maybe it's because of all of the bright colours and how neither of them have enough detail to distinguish their armour as being separate from their fur. It sort of makes it all blend together into a bland set of mismatched colours. Then again, I'm pretty sure I haven't been the target audience for pokemon for at least fifteen years.

Dont really like the color choices. Both look kinda messy and too pointy. I think sticking with 2 colors, exluding white and black, would help a lot of choices. It looks pointlessly busy to me like that retarded dinosaur with a red head and blue body from gen 5. Sword looks cooler, shield looks way too similar without a real good difference from sword. They just look way too similar. Like groudon to kyogre is perfect dynamics. Dialga and palkia are still pretty good since it is darker colors versus brighter. I dont need to tell about gen 5 poster legendaries I feel, its obvious. Both sword and shield are way too similar to be compared to another. Yes one has pastels, the other is more vibrant, but its the same colors still. I dunno. The designs again are too busy. It's a triadic color scheme, so basically 3 colors spaced evenly on the color scale. This can look noisy but if done right you can make it so the colors aren't really competing with each other too much. The problem with the two pokemon is that they're over designed, so their silhouettes are noisy on top of having these loud competing colors. I think if they dialed back on the saturation and simplified their shapes it wouldn't look so noisy. Shield Dog reminds me of a sports mascot, Sword Dog looks like its owner tried to dress it up for a dog show. But if you don't focus too hard on them I think they look fine. When you see them moving around in the trailer it doesn't look as bad.
