She goes out of her way to spare Squall in order to interrogate him and find out why SeeD's after her, to which he has no answer since only Cid and Edea know.

FF8 is already a tragic story about fate and destiny. From Laguna and Julia not being able to be together, to Ultimecia's inescapable death. Laguna not loving Raine enough to return to her after saving Ellone is the direct cause of the events of the game, and the reason Ellone keeps trying to have Squall change the past in those "dreams."

There's no underlying longing to see Squall again, nor does the existence of Griever in the final battle have anyting to do with Ultimecia, as it is Drawn directly from Squall, which you can even see if you use Scan on it.

There were still years between Squall, Zell and Quistis meeting each other again. Those two were adopted, whereas Squall was sent directly to Balamb for training.

Nothing indicates memory loss from what little dialog Ultimecia has in any form she takes, and one of the first things Ultimecia does in-game is serve Rinoa up as a "sacrifice" to be killed by reanimated statues.
