Moonside was just another part of the quirkiness of Earthbound while the Cave of Memories was unsettling for a game that was lighthearted and charming up to that point.

oh fuck off, it was outright scary. the entire point of the game is that it's constantly whipping around thematically and subverting expectations to emphasize humor or scares or whatever. yeah the ending sequence is the most hardcore instance of that, but y'know, it's the climax of the game. of course it's gonna be the most extreme example. but the game absolutely snaps into horror on a regular basis throughout.
