Not him but this is a gross oversimplification. Many others were crucial to the war effort. Ino saved Naruto and the others when she used mind transfer no jutsu to possess Obito for a split second to divert the first ten tails attack. She has nowhere near the power necessary to fight Obito or Madara but that one small act was still critical.
The examples of people outside team 7 or people without a lot of power are small examples like this. It's not like someone who isn't very strong is going to have a 1v1 with the strongest enemy of all time and win, but that doesn't mean someone who isn't very strong is completely irrelevant either.
