Because the mario bothers (both of them) using fire attacks is something that comes from the mainline platformer series. The fire flower is the original power up. Luigi's thunder hand is just some spinoff shit, not comparable.

And they use it sometimes in spin off shit like Strikers. Smash can be considered a spin off so why not use it?

When we get unique and distinctive designs for Mario games and not the same cookie cutter garbage established with the incipiation of the "New" Super Mario Bros. series, circa 2006 (hint: it's not new anymore).
For a starter: Give Luigi his bell-bottoms and stripey socks back, and turn the hat letters back to black. Make Goomba and Koopa variants look weird and different in each game and region, and DO NOT retroactively change designs to be more inline with the marketable schlock.

Best part is when you switch between them all quickly so you make HAM-THUN-JUMP kinda like HAMBURGER.
Luigi is an imperceptive dolt, afraid of ghosts that he can beat easily. Mario is aware of his natural abilities as well as those of his enemies. He's the more aware Mario brother, who as-such makes smarter decisions.
Mario wants to be a hero while Luigi doesn't.
Mario Bros. is a commentary about the gifted versus the laymen. Those who stand up to reach their full potential will always be superior to those who sit down under the weight of it.

Because Luigi's entire gimmick is being a similar-yet-not-quite clone of Mario, so giving it thunder power would make it too different.
That, and the Mario spinoffs mostly run under Extended Universe rules AKA it's canon in their own setting while in the main games we'll ignore those games happened
The last few games have sold like absolute shit, unfortunately. Fingers crossed that Nintendo chalks it up to the 3DS being dead.
I'd think they would desu. IIRC Dream Team sold 2 million with Paper Jam selling 1 million. I think Super Star Saga did decent, but BIS DX sold like absolute trash.
