How are people still getting this wrong? In a DOA6 interview, the lead dev, Shimbori, said he never spoke to Sakurai, but would personally want Kasumi in Smash. Shimbori has absolutely no pull in the company. Nintendo would be in talks with Hayashi as the head of Team Ninja and/or Shibusawa as the head of Koei Tecmo as a whole.

Joker was the PS install base/JRPG enthusiast pick, which potentially rules out other PS exclusives and/or JRPGs, particularly Sora, doubly so because of Square's notorious stinginess. Erdrick himself remains somewhat in the picture because DQ targets an entirely different demographic than Persona and TWEWY but he's also Square so who knows.

So, what are the demographics that Smash does not attract? The Western market, FPS players, dudebros, and the Xbox playerbase. The four mishmash together into a single entity, but the character that would most likely attract them is Master Chief.

I don't think it's hugely iconic, but it's eligible, especially if you consider characters like Pheonix Wright to be able to make the cut, when you consider that the Phoenix Wright franchise has sold 6.7 Million units by 2018.
