Enhanced Edition out in two days

Depending on your difficulty setting, you might be able to click the Newbuild button and change of your character choices. However, enabling the function will lock you out of difficulty achievements.

It's much more stable than it was before, yes. Used to be, it was in pretty rough shape, but they've smoothed it out considerably.

Fuck it dude, just play through the original. The Enhanced Edition doesn't really add that much. It might have a few quests, a few new items, and a few new enemies but the game is like 120 hours long. Odds are the new content won't even be 1/10th of that, probably even less. If the game was fun before the Enhanced Edition, it will be fun after.

New content would make a second playthrough more interesting too

Oh, and also: If you want to Respec there is a mod for that already. They also didn't even bother to fix the main two problems with the game so it's not like the Enhanced Edition can really be that much better.

The current edition of the game is very stable. I had 0 crashes in my ~30 hours of play time, and I only came across one bug that was particularly annoying and to fix it all I had to do was restart my game.

Aside from that I haven't really ran into any problems.
