Part of the situation is the music itself.
Part of it is that (at least in the past) Japanese games that we got in the West had already passed through the filter of being released in Japan and the filter of being approved for translation by some business fag, so we missed a lot of the shit games (but also some of the great ones).
I think main issue is that Japan tries to make games primarily, while big blockbuster western games seem to try to emulate other media. You don't see a lot of stuff like The Order 1886, which was clearly someone's TV show or movie script that couldn't pass muster in Hollywood. Consider the average musical score for a Japanese game versus a Western game - the Japanese game will usually have music that could never ever be a TV or movie score, while Western games often will. Japanese games often lack the fluid, realistic animations found in Western games (with some exceptions like FFXIV) because their budgets are lower, but those same animations often actually impair gameplay by making it feel janky and unresponsive (like FFXIV or AssCreed).
Western blockbuster games strive for stuff like that because it's what sells, but it doesn't necessarily make a fun game. Blizzard is one of the Western companies that avoids these pitfalls, but they've gotten so pozzed recently that all hope for their future is lost.
